Authorisation of the practice

VATESI authorises the activities with the sources of ionising radiation in the nuclear energy area since 1st October 2011. These activities are specified in the list of types of justified practices. If the planned activity with the sources of ionising radiation in the nuclear energy area is not specified in the list of types of justified practices compiled by VATESI, an assessment of the justification of this activity must be carried out in accordance with the procedure established by VATESI.

Types of licences and temporary permits

According to the Law on Radiation Protection, there are four types of licences and temporary permits for activities with the sources of ionising radiation in the nuclear energy area:
• To produce, use, store, perform maintenance and repairs, to recycle the sources of ionising radiation and /or to handle them (to condition the sources of ionizing radiation (to collect, sort, decontaminate), to process, to store radioactive waste;
• To install the sources of ionising radiation;
• To transport radioactive material and radioactive waste;
• To perform activities subject to occupational exposure to ionizing radiation in a nuclear facility.

Types of registration of registrable activities

There are nine types of activities with the sources of ionising radiation in the nuclear energy area that shall be registered according to the Law on Radiation Protection:
1. Practice with sources of radioactive sources of risk category V, with the exception of in vivo use of such radioactive sources in medicine and veterinary.
2. Practice with stationary level, density, moisture gauges containing radioactive sources of risk category IV.
3. Practice with baggage control X-ray equipment with the exception of stationary railway rolling stock as well as fixed and mobile vehicle control X–ray systems.
4. Practice with fluorescent X-ray spectrometers.
5. Practices with cabinet X-ray equipment for quality control, X-ray optics, X-ray inspection systems for foreign body detection, X-ray analysers and other X-ray equipment, except those used for medical exposures or for non- medical imaging purposes as well as those containing X–ray tube of nominal voltage greater than 75 kV.
6. Practice with equipment generating secondary X-ray.
7. Maintenance, repair and installation of sources of ionising radiation involved in practices listed in paragraphs 1 to 8 of this Annex.
8. Transport of radioactive sources of risk category V
9. Practice under the exposure to ionising radiation in the controlled area of a nuclear facility, when exposed worker falls into category B.

 However, licence or temporary permit is not required for:
1) activities involving sources of ionising radiation within the exemption levels;
2) transport and storage of generators of ionising radiation;
3) transport of radioactive substances in exempted packages.

Procedure to obtain a licence and temporary permit

The procedures of issuing, specifying, suspending, renewing or cancelling the validity of licence, temporary permit and registration of registrable activities, the conditions of licensed activities, the supervision of these conditions, the rights, duties and responsibilities of the licensees are defined in the Rules on authorising activities with sources of ionising radiation.

The application form and accompanying documents shall be submitted in Lithuanian or corresponding translations shall be provided.
 
There is an obligatory stamp duty on licence, temporary permit and registration of registrable activities to be paid before licence, temporary permit or registration of registrable activities is issued, approved by the Government Resolution No. 1458 of 15th December 2000 (actual version of legislation). Stamp duty title – Stamp duty on Licence (Temporary permit) issued by VATESI

VATESI takes decision and issues licence, temporary permit and registers registrable activity or motivated refusal to issue licence, temporary permit or registration of registrable activity within 30 calendar days after receiving duly completed application form and appropriate accompanying documents. VATESI informs applicant about the decision within 5 working days after taking decision.

If applicant submitted unduly completed application or some obligatory accompanying documents are missing and, within the period of time defined by VATESI, did not duly complete the application or provide missing obligatory accompanying documents, then VATESI within 5 working days informs applicant that the application review will not be proceeded.
 
Reporting to the State Register of Sources of Ionising Radiation and Exposure of Workers

 There is an obligation for all licensees and temporary permit holders to fill in the appropriate report forms on registration of new radiation workers, data on radiation workers, registration of new sources, sources in use, used sources which were sent to repository to the State Register of Sources of Ionising Radiation and Exposure of Workers managed by Radiation Protection Centre. The information shall be submitted according to the Order No. V-675 of the Minister of Health On Presentation of Information about Sources of Ionising Radiation and Data about Radiation Workers to the State Register of Sources of Ionising Radiation and Exposure of Workers, approved on 24 August 2009 (edited by the Order No. V-952 of the Minister of Health on 4 of November 2011).
