Consultancy services associated with review of design documentation justifying safety of Ignalina Nuclear Power Plant equipment dismantling, decontamination and radioactive waste management

The framework agreement “Consultancy services associated with review of design documentation justifying safety of Ignalina Nuclear Power Plant equipment dismantling, decontamination and radioactive waste management”, signed on 4 September 2024, is financed by the Ignalina Programme project No 1D.07/01/VAT.06 "Technical Assistance to VATESI in the Field of Decommissioning (Phase 6)".

The beneficiary of the services is the State Nuclear Energy Safety Inspectorate (VATESI).

The provider of the consultancy services is a group of companies operating on the basis of a joint operating agreement and established and acting under the law: NucAdvisor (the leader of the group), Bureau Veritas Lit UAB, Egis Industries, and the Institute of Nuclear and Radiation Safety (IRSN).

The goal of the group of companies is to provide scientific and technical support to VATESI, which is responsible for the state regulation and supervision of the safety of nuclear energy facilities in Lithuania, in the review of the design documentation justifying the safety of the dismantling, decontamination and management of the radioactive waste generated at the facilities of Ignalina Nuclear Power Plant (INPP) Units 1 and 2.

The following project documentation will be submitted for consultants' review:

  • Conceptual designs for the dismantling of INPP Unit 1 and 2 reactor cores (R3 zones) – R3D Conceptual design;
  • Description of the dismantling project of INPP Unit 1 and 2 reactor cores (R3 zones) equipment and the safety analysis report of this project – R3D technological design and safety analysis report;
  • The technical design and safety analysis report for the construction of the INPP reactor waste interim storage facility (RWISF) – RWISF technical design and safety analysis report;
  • Description and safety analysis report of the dismantling project of steam drum-separators and related systems of INPP Units 1 and 2 – SDS dismantling technological design and safety analysis report;
  • Other additional documentation, related to the above design documentation, that may be required to be reviewed by the provider during the execution of the main contracts.

The provider of the consultancy services will provide comments, recommendations and conclusions on the compliance of the design solutions envisaged in the design documentation with the safety requirements set out in the legislation of the Republic of Lithuania and the International Atomic Energy Agency (IAEA) documents, as well as suggestions for the improvement of the submitted design documentation. VATESI will take decisions on the agreeing on the design documentation taking into account the recommendations and conclusions submitted by the service provider.

The duration of the framework agreement is 6 years.

The project is supported by the European Union under the Ignalina Programme. The maximum value of the consultancy services to be provided is approximately 1 million EUR (excluding VAT). 

The Ignalina Programme is a financial instrument to support the decommissioning of the Ignalina Nuclear Power Plant and related measures in the Lithuanian energy sector.
