Report of the IRRS mission to Lithuania published

The International Atomic Energy Agency (IAEA) has submitted to Lithuania the report of the mission conducting an international assessment of the country’s regulatory framework for nuclear and radiation safety (Integrated Regulatory Review Service, hereinafter referred to as the IRRS mission).

The report is available here and will be also publicly accessible on the IAEA website.

During the IRRS mission, which took place from May 18 to 29, 2026, experts assessed whether Lithuania’s regulatory and supervisory system for nuclear and radiation safety complies with modern nuclear and radiation safety standards recognized by the international community.

IAEA experts noted that Lithuania has a robust and mature regulatory system covering all aspects of radiation and nuclear safety, and that State Nuclear Power Safety Inspectorate (VATESI) and Radiation Protection Centre (RSC) have demonstrated a commitment to further strengthening and improving this well-functioning system.

In their conclusions, the IRRS mission experts did not identify any significant non-conformities in Lithuania’s regulatory system; however, they noted that there are areas where further improvements can be made to better align with IAEA safety standards. The experts pointed out that the implementation of the recommendations and suggestions, as well as more active cooperation and coordination of activities between VATESI and RSC, would contribute to the further strengthening of the overall regulatory system.

The report presented to Lithuania contains 5 recommendations and 8 suggestions on how to strengthen and improve nuclear and radiation safety.

Based on the IRRS mission report, VATESI, in collaboration with RSC, will prepare an action plan for implementing the recommendations and suggestions contained in the report of the International Review Mission on the Lithuanian Nuclear and Radiation Safety Regulatory and Supervisory System. Once approved, this plan will be submitted to the Government of the Republic of Lithuania.
