Lithuania submitted 10th National Report under Convention on Nuclear Safety
On August 29, 2025, the State Nuclear Power Safety Inspectorate (VATESI) submitted Lithuania's report on the implementation of its obligations under the Convention on Nuclear Safety (CNS, Convention) to the International Atomic Energy Agency (IAEA).
This is the first time that Lithuania submitted report as a country without nuclear installations under the provisions of the Convention – Ignalina NPP ceased to be such installation because:
- all spent nuclear fuel was removed from the first and second units of the Ignalina NPP and safely stored in spent nuclear fuel storage facilities, and the cleaning of fuel storage pools was completed;
- the final decommissioning plan for Ignalina NPP has been agreed with VATESI.
Safety aspects related to the decommissioning of Ignalina NPP and radioactive waste management will be further reported in the context of the Joint Convention on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management.
Although the Republic of Lithuania no longer has any operating nuclear reactors, it continues to report to the international community in accordance with the articles of the CNS applicable to it, fulfils its obligations and shares relevant information with other parties of the Convention.
The 10th report of Lithuania presents information on the infrastructure for ensuring nuclear and radiation safety, changes in it over the last three years, preparation for possible accidents at nuclear installations in neighbouring countries, including the development and testing of national plans, and the experience of the SE Ignalina Nuclear Power Plant in the field of nuclear and radiation safety. It also describes the main safety issues and challenges that were identified at the CNS Review Meeting in 2023 and how they were addressed.
Report was developed together with the Ministry of Energy, National Crisis Management Centre, Ministry of Interior Affairs, the Fire Protection and Rescue Department, Radiation Protection Centre and SE Ignalina Nuclear Power Plant.
The tenth CNS Review Meeting, which will consider reports submitted by Contracting Parties, will take place in 2026 at the IAEA headquarters in Vienna, Austria.
Lithuania became a Contracting Party to the Convention on Nuclear Safety in 1996. All European Union Member States and Euratom are members of the CNS and are therefore obliged to comply with the principles of nuclear safety set out therein. VATESI is designated as the coordinating authority for the implementation of the provisions of the Convention, responsible for preparing the country's reports and submitting them for review meetings.
